Is corruption a substantial problem in Ukraine?

Corruption is a problem in all countries that has not reached western democracy- and development level. After the Orange revolution, there has been an ongoing process to lessen corruption, and to develop the country towards western principles. The last change of government in September 2006 proves this statement right.
